AUGUSTA - As Gov. John E. Baldacci wrapped up a press conference to unveil "Phase 2" of his tax relief plan Friday, he received almost as much pointed criticism for what the proposal lacked as for what it contained.

The plan's promises to decrease the state's four income tax brackets by 12 percent over 13 years and to eventually phase out the business equipment tax were touted as economic stimulators by the administration.
