NEWPORT - Even though the proposed 2004-05 SAD 48 budget has increased by less than 1 percent, it is the failure of the state to fund education adequately that has a small but vocal group of district voters pledging to fight the budget again. Voters defeated last year's budget proposal six times over a 10-month period before it finally was approved.
