DOVER-FOXCROFT - Charges continue to mount against a local man who was accused of cruelty to animals after authorities seized 92 dogs in April from a home he shared with his parents and from a kennel on the property.

Mark Hagelin, 45, arrested Monday after eluding police for a week, appeared Tuesday before Justice Joseph Jabar in Piscataquis County Superior Court. Two more counts of violation of bail conditions were added to his pending case.
