ELLSWORTH - A developer that wants to build 29 apartments for low- income residents on a side street in downtown Ellsworth is finding the process to be rather difficult.

The project by Realty Resources of Rockport has met resistance since it was first brought to city leaders in August, mainly because of the condition of Davis Street, adjacent to the three buildings where it would be built.
