In the editorial, "Drilling Not the Answer" (BDN, July 29-30), the emphasis is on reducing this country's oil use by 2.5 million gallons a day by 2025 through conservation measures, such as increasing fuel-economy standards.
However, even if the conservation goal that the editorial calls for occurs, the United States would still import some 10 million gallons a day in 2025. This is unacceptable as it puts this country at risk. President Carter, who recognized this risk back in 1977 when the United States imported less than 50 percent of its oil, stated then that "if we fail to act soon [to reduce our dependency on foreign oil], we will face an economic, social and political crisis that will threaten our free institutions."See the full content of this document
