ST. ALBANS, Vt. - At the start of a regional dairy summit this weekend, dozens of state legislators, farmers and dairy leaders touted the best their states had to offer.

Overshadowing the good news, however, was the expected plunge of milk prices this year to as low as $1.03 a gallon for farmers. At that price, dairy farmers throughout the Northeast will lose money on each gallon they produce.
