BANGOR - The number of fatal fires in Maine started by improperly discarded cigarettes is on the decline, but it's too soon to say for sure if the drop is due to a 2-year-old law requiring all cigarettes meet a new fire-safety standard, a state fire analyst said this week.

The law, which took effect on Jan. 1, 2008, requires that all cigarettes sold in Maine be made with a slow-burning paper that causes them to self-extinguish if they're not being smoked.
