The general welfare principle isn't being applied and hasn't been for at least 35-40 years. Basic economic physical infrastructure needed to support a healthy population has been in decline dueto a new financial system designed to raid the wealth of middle-class citizens. Speculative derivatives, hedge funds and junk bonds are essentially bets made by financiers on the potential value of stocks.
