HOWLAND - Penobscot Valley High School should be replaced, even if recently released estimates showing a drastic decline in the school's future population are accurate, state Education Commissioner Susan Gendron said Tuesday.
Gendron will advise the State Board of Education to approve a request that SAD 31 board members will make at a state board meeting at 1 p.m. today in Saco.
