AUGUSTA - A recently clarified state policy involving maintenance of water and sewer lines on state-owned roads has some municipal officials ticked off and some residents confused.

Some town managers and utility district superintendents are just learning of the change - made four years ago but clarified by the DOT last winter - which could make municipalities liable if a road- opening project goes wrong.
