AUGUSTA - Martin Magnusson, who worked his way up from prison guard to Maine's corrections commissioner, likes to keep things simple when he can.

But with the number of prisoners on probation in Maine doubling from 5,000 in 1994 to 10,000 today despite a reduction in crime rate, and the state dealing with what he describes as "the fastest- growing prison population in the country," Magnusson knows the state needs help.
