The fishing vessel Candy B II may have sunk the night of Oct. 10, 2003, because it had been modified for scalloping, the final Coast Guard investigation report concludes.

Nevertheless, there is "insufficient evidence" to determine the precise fate of the Candy B II, according to a copy of the Coast Guard's report, obtained this week through the federal Freedom of Information Act.
